The German gas network in transition: On the path to a hydrogen economy

Technical H₂ suitability is checked by network operators based on DVGW-Regelwerk (regulations) and manufacturer approvals; research institutes such as the DBI, certifiers and authorities also assess material and operational safety. 

How high are the investment costs? 
For gas distribution networks, the DVGW (based on DBI calculations) estimates the additional costs of the H₂ conversion by 2045 at around 4 billion Euro compared to a scenario in which the networks would only be regularly maintained and renewed. Pure maintenance costs will rise from around 43 billion Euro to 47 billion Euro because many conversions will be integrated into measures that are already planned. 

Investment costs of around 18.9 billion Euro are estimated for the hydrogen core network in the long-distance transmission sector by 2032. 

In total, the specific additional costs of network conversion (excluding end devices, storage facilities, power plants, etc.) will therefore be in the region of 20 billion Euro by the mid-2040s. 

Gas network area transformation plan and future gas infrastructure 
In just four years, the gas network area transformation plan (GTP) has become the central planning tool for gas distribution network operators. In 2025, 248 companies participated, which together operate around 80% of Germany's distribution network kilometres; meaning that the GTP provides a representative picture of the future gas infrastructure. 

The planning clearly follows the goal of climate neutrality by 2045: from an industry perspective, based on current trends in final energy consumption, there remains a fossil fuel gap of around 1,000 TWh, which can only be closed by additional system changes – including the hydrogen transformation of gas networks. The network operators' forecasts show that gas sales will fall by around 60 % by 2045; only about one-third of this reduction is due to network decommissioning, with the majority being due to efficiency improvements, hybrid solutions and energy source changes without pipeline dismantling. 

The figures in the GTP 2025 paint a nuanced picture of future gas distribution networks. 

• Around20 % of the current gas network will be decommissioned by 2045. 
• Theremainingnetwork is expected to transport around 50 % of the current energy volume – increasingly in the form of hydrogen or climate-neutral methane.  
• 9%of participating network operators plan to decommission their networks completely, 59% plan partial decommissioning, and 32 % plan to continue operating them in full.  
• 83companiesexpect their networks to be completely climate-neutral by 2045, 9 plan to decommission them completely, and 18 still expect a residual share of natural gas, mostly small.  

The outlook for hydrogen ramp-up is particularly telling: 209 companies say they want to use hydrogen in their networks by 2045. More than half of these – 131 network operators – plan to start using it as early as 2035, with a further 56 planning to do so by 2040 and 22 by 2045. Over 85 % of participants are integrating hydrogen into their transformation paths, often in combination with climate-neutral methane.  

These plans are closely linked to the approved hydrogen core network, which is 9,040 km long and has a delivery capacity of 87 GW, forming the basis for future hydrogen supply. The challenge now lies in coherently planning and implementing the transformation from the core network via the long-distance pipelines to the distribution networks and customers.  

For the transformation of gas distribution networks, the industry is increasingly focusing on regional planning areas that make sense in terms of network topology. The Network Koordinierungsstelle für den Netzentwicklungsplan Gas und Wasserstoff (Ko.NEP) has developed the concept of Regional Transformation Planning (RTP) for this purpose.   

The key points of the RTP are: 

• Planningin topologically connected planning regions based on supply relationships rather than property boundaries. 
• Jointcreationof a transformation plan for each region by transmission and distribution network operators along the network operator cascade. 
• Two-yearplanning cycle analogous to the gas and hydrogen network development plan.  

Germany has already been divided into around 40 planning regions covering almost the entire country; the current status is published at planungsregionen.de. Distribution network operators act as a bridge between upstream transmission networks, downstream networks and end customers.  

Local authorities play a central role: as part of the GTP, over 2,000 local authorities were surveyed about their assessment of climate-neutral gases: 

• Forindustry and commerce, 94 % of the municipalities surveyed see a definite or possible use for climate-neutral gases. 
• Inthehousehold sector, around one-third of municipalities consider climate-neutral gases to be a given, with a further 43 % considering them possible; at the same time, the proportion of municipalities that do not see any long-term use for climate-neutral gases in this sector is rising to around one-quarter.  

4. Legalframework, financing and need for action 

While the GTP 2025 is already methodologically aligned with Articles 56 and 57 of the EU Gas Internal Market Directive EU 2024/1788, national implementation is still in flux. The directive requires development plans for hydrogen distribution networks and decommissioning plans for natural gas distribution networks, thus forming the future binding framework for transformation planning.  

However, the industry largely perceives the currently valid legal framework of § 71k GEG and the BNetzA-Festlegung FAUNA regulation as hardly affordable. Only 11 of 243 network operators are currently actively working on corresponding roadmaps, and even these doubt the feasibility of the requirements; 215 other companies share these doubts. At the same time, 40 network operators have lodged a complaint against FAUNA with the OLG (Higher Regional Court) of Düsseldorf.  

From the perspective of distribution network operators, the biggest obstacles are: 

• a lackofor insufficiently specific legal basis for planning, decommissioning and transformation,  
• unresolvedfinancing – in particular intertemporal cost allocation and financial transfers between gas and hydrogen networks,  
• uncertaintyabout hydrogen availability and prices as well as customer demand behaviour,  
• thelack of legal binding force of municipal heat planning, despite its high relevance for network decisions.  

The direction is therefore clear: Germany's gas distribution infrastructure will not simply be ‘switched off’, but will largely develop into a flexible, hydrogen-compatible backbone of a climate-neutral energy system – provided that the regulatory green light is given in good time.
