The German governmentpublished an agreement on the power plant strategy on February 5. Kerstin Andreae, Chairwomanofthe BDEW Executive Board, comments:
"Itishugelyimportantthatthe German governmenthasfinallyreached a decision on the power plant strategy. This is a crucialbuildingblockfor a successfulpathtowardsclimateneutralitywhile at the same time maintainingsupply and systemsecurity. The expansionofnewgas-fired power plants isthebasisforphasing out coal. At the same time, hydrogen-capablegas-fired power plants areimportantcustomers and therefore a relevant buildingblockforplanningsecuritywithinthe hydrogen core network. The politicalagreementmustnowbefollowedby a concrete legislative proposal in thenearfuture so thatthefirsttendercantakeplacethisyear.

Forcostreasons, itisrighttostartwiththetenderingofnew hydrogen-capable power plants aspartofthe power plant strategy. The energysectorhadproposedthisas a contributiontocostefficiency. More expensive hybrid and sprinter power plants havebeencorrectlypostponed in thestrategy. The dovetailingwith a capacitymechanismdemandedbytheenergysectoris also a necessarybuildingblockforinvestmentsecurity. FromBDEW'sperspective, theroleofcombinedheat and power (CHP) must also beconsideredaspartof power plant planning. CHP also makes an importantcontributiontosecurityofsupply and tosafeguardingtheheattransition. In addition, theCombined Heat and Power Act mustbeamendedwithregardto an increaseddecarbonizationeffectwith hydrogen. The factthatthe double burdenoflevies and charges on electricityforstorage and electrolysisistobeeliminatedispleasing and addressesanotherdemandfromtheindustry.
Clarity mustnowbecreatedforinvestorsas a matter ofurgency.Thequestionoffinancingmustbeclarified just asquicklyasthesecurityunderstateaidlaw and thequestionoflocation.Inaddition, thespecifictenderingperiodsforthe power plants are still unclear.Accordingtotoday'sagreement, a capacitymechanismshouldbereadytostart in 2028.The interactionbetweenthetendersaspartofthe power plant strategy and theplanned and necessarycapacitymechanism will also determinewhenit will be possible tophase out coal-fired power generation.
