The Dutch energy supplier Eneco wants to build an 800 MW electrolyser in Rotterdam's Europoort industrial estate. Together with cooperation partner Mitsubishi, it has founded the joint venture Eneco Diamond Hydrogen for this purpose. The planning application has now been submitted.
According to the company, construction is scheduled to start in 2026, with commissioning scheduled for 2029. In its final expansion stage of 800 MW capacity, the electrolysis plant could produce up to 80,000 tons of hydrogen per year, with the production volume depending on the availability of green electricity and industrial demand.
Eneco has a conventional gas-fired power plant at the port of Rotterdam with a capacity of 870 MW. The new electrolyzer is to be built directly next to the plant called "Enecogen". This will allow both plants to share part of the infrastructure, which should reduce costs and construction time.
Hydrogen hub Rotterdam
Like many Dutch companies, Eneco wants to become climate-neutral by 2035; the company refers to its strategy as the "One Planet Plan". The Netherlands has set itself the goal of increasing its production capacity for green hydrogen to 4 GW by 2030.
According to an estimate from last year, up to 5 million tons could be produced annually in Rotterdam alone. In addition to Eneco, Uniper with Plug Power (H2Maasvlakte) and Shell with Siemens and Yokogawa (Holland Hydrogen I) are driving forward major hydrogen production projects here. Meanwhile, network operator Gasunie is planning the development of the Dutch hydrogen network.
